　　This specification specifies the principles， basis and technical requirements for design， construction， operation and management of hydrologic telemetry systems for hydropower projects.
　　This specification is applicable to the planning， design， construction， operation and management of hydrologic telemetry systems for large-and medium-sized hydropower projects （including pumped storage power stations）.
　　At the prefeasibility study stage of a hydropower project， the necessity of building a hydrologic telemetry system shall be demonstrated， and if necessary， planning of the system shall be performed. At the feasibility study stage of the project， general design of the system shall be conducted.
　　Highly reliable equipment （including software） and a hydrologic forecasting scheme suitable for the hydrologic characteristics of the river basin shall be adopted for the system.
